The Support at Home programme is an Australian government service that helps older people live safely and happily in their own homes with tailored help like nursing, cleaning, or mobility aids.
Here are important terms to understand.
Fees are charged by your provider for a service, deducted from your government-funded Support Plan (quarterly budget).
Fees are charged according to a Price List published by providers (with government caps starting July 1, 2026) and must include all delivery costs, such as staff travel, and any third-party charges – no separate fees are allowed.
An amount you (the participant) pay a service provider for some services.
The contribution is set as a percentage of the fee for the service. Contributions vary depending on your pension level, when you joined Support at Home, and the type of service.
This is an amount your Service Provider deducts from your quarterly funding, covering care planning, service planning and management, monitoring, review and evaluation, support and education each quarter.
It is set at 10% for all participants. This isn’t an extra bill to you, but it reduces your available budget. This applies to: agency-managed and self-managed care. It’s not charged for short-term pathways like restorative care.
An additional 10% surcharge paid from your funds when using third-party workers under a Self-Managed plan.
With a Self-Managed plan, you still need a Service Provider, and it is the Service Provider who receives an extra surcharge to cover management, monitoring and compliance costs involved with the 3rd party service.
Your registration status in the aged care system will influence what your contributions will be.

Under the new Support at Home programme (from 1 November 2025), your support plan lists specific services you’re approved for (e.g., 10 hours of personal care, 5 hours of domestic assistance). Funds can only be spent on these approved items within government-defined service categories. Providers must deliver and report exactly what’s in your plan – no extras outside it.
Your quarterly budget is allocated based on your classification level.
Your budget covers multiple service types including care management, clinical care, personal care, and other support services. The specific breakdown depends on your classification level and individual needs.
Unspent funds from old packages carry over and must be used first for extras like assistive technology and home modifications (for example, shower chairs or other equipment).
Yes, the maximum rollover per quarter is $1,000 (or 10% of your budget).
Contributions are means-tested. Full pensioners will pay a contribution toward some services that they use. Self-funded retirees may contribute more for their services.
Grandfathered clients are those who were already receiving services before September 12, 2025. These clients may be protected under a “no worse off” provision, ensuring their costs don’t increase unfavourably due to the new system.
No, there are no more upfront admin or care management fees. These costs are now built into the service prices you pay.
You can request a reassessment if your care needs exceed your allocated budget.
